The difference between domestic policy and foreign policy is that while domestic policy involves decisions made inside a country, foreign policy has to do with that country's relationships with other countries around the world. One example of foreign policy being practiced during WW1 is Britain's policies concerning Arabic countries and alliances with those countries.
